Assembly of People of Kazakhstan

The Head of Kazakhstan Republic N.A.Nazarbayev signed a decree on the establishment of the Assembly of People of Kazakhstan on the March 1, 1995. The Assembly of People of Kazakhstan (APK) is a new consulted body under the leadership of President of Kazakhstan. The main task of the APK is ensuring the consolidation of the interests of ethnic groups on the basis of partnership between government and civil society also organizing an effective inter-ethnic cooperation and the formation of single political, legal and cultural fields.

The idea was announced at the First Forum of the APK by the President of Kazakhstan in 1992.

There are more than 100 ethnic groups in Kazakhstan.

During the eighteen-year history the APK has done a significant evolution of the self-development which is formed on the basis of Kazakhstan's model of inter-ethnic tolerance and social harmony and it is rightly called a model of Nazarbayev. This model was presented at the different organizations like United Nations, the OSCE member countries, in the countries where the major international forums - Copenhagen, Vienna, Geneva, New York were spent.

The General-Secretary of UN Ban Ki-moon during his visit to Kazakhstan introduced with the APK and noted that the principles of the Assembly fully combined with the principles of the United Nations.

Kazakhstan's model has become one of the tendencies of close cooperation between the APK and the OSCE High Commissioner on National Minorities.

Today the Assembly is a constitutional body chaired by the President, the guarantor of the Constitution. It defines its special high status.

In the regions the structure of the Assembly is ruled by regional akims.

By the order of the President of the Kazakhstan Republic two Vice-Chairmen from the ethnic communities are appointed on a rotational basis by the Council of the Assembly.

The Council includes representatives of national ethno-cultural associations, community leaders, MPs, ministers and regional akims.

Inter-ethnic, inter-religious relations are the key point of public policies on national unity, tolerance and social harmony.

The Assembly consists of 384 representatives of all ethnic groups living in Kazakhstan.

The Assembly works according to the Constitution of Kazakhstan, the Law "On the Assembly of People of Kazakhstan" adopted in 2008 and in accordance with a medium-term development Strategy of the APK.

The supreme organ of the Assembly is session chaired by the President. All its decisions are obligatory for consideration by public authorities and civil society institutions. During seventeen years of APK activity many important issues of national development such as a referendum on a new constitution, strategy formation and development ofKazakhstan as a sovereign state, the Doctrine of National Unity of Kazakhstan were considered.

The working body in the President Administration Structure is the Secretariat of the APK functioning as an independent. One of the main features of the APK is to represent the interests of ethnic groups in the highest legislative body, particular in the Parliament of the country as a guaranteed institution.

9 deputies of the Majilis of the Parliament from the APK represent the interests of all ethnic groups of the country. In addition the representatives of ethnic communities in the Kazakh Parliament is carried out on the basis of their direct participation in representative bodies through political parties (Majlis represented - 26, the Senate - 9 MPs).

In Maslikhats all levels of the republic of 3333 are 810 deputies from ethnic groups (of which 147 in the regional, urban -233, district - 430 deputies).

The Deputies from the APK take an active part in the legislative process and have the right of legislative initiative.

Inter-ethnic relations inKazakhstanare fundamentally depoliticized. According to the Article 5 of the Law "On Political Parties" in Kazakhstan are banned the establishment and functioning of political parties, goals or actions which are aimed at inciting social, racial, national, religious, class and tribal enmity.

The Paragraph 2 of the Article 39 of the Constitution provides that any action is deemed as unconstitutional and violate international harmony.

All ethnic groups have the same civil and social status.

In Kazakhstani model is built on the principle of consolidating - "Unity in diversity". It means preserving and enriching the cultural diversity which contributes to the continued policy of the state to support ethnic languages and cultures.

The President of the country is created the program "Trinity" which fully gives a splendid opportunity to master the Kazakh, Russian and English. Today there are 88 national secondary schools of ethnic groups exist in Kazakhstan educating in their native languages. 195 ethno-linguistic and educational complexes schools are opened. In the 108 schools in 22 ethnic languages are taught as a separate subject.

There are 14 national Russian, Uygur, Korean and German (only in the CIS), Uzbek theaters.

Moreover 35 ethnic mass media transliterate in 11 languages what’s more most of them are financed from the budget.

Besides the particular importance of inter-ethnic issues of the APK has Journalistic Club – experts.

For the purpose of analysis and forecasting Scientific-expert council is functioned. It is aimed at inter-ethnic relations together with the Center for the Study of inter-ethnic relations.

For financial support of the APK was created the Public Funds.

There is the House of Friendship in all regions. For example, in Astana the Palace of Peace and Harmony is built by order of the President. Here the annual session of the APK, meetings of world and traditional religions, cultural events are conducted.

According to the agreement on cooperation between the APK and the All-Russian public organization - the Assembly of Peoples of Russia on the prospects for inter-cultural dialogue; labeling framework and lines of possible joint projects and the promotion of civil values of tolerance.

There is closely effectively developing relationships with the APK of Tatarstan. Recently was signed an agreement with the Assembly of the People of Kyrgyzstan which defined a new vector of cooperation in the Central Asian region.

Additionally an international collaborative project "Memory of the Future" with the Interstate Fund for Humanitarian Cooperation of CIS members, and the APK is realized with participation of representatives of 12 countries. There's also adopted the Astana Charter on further mutual cooperation of our peoples to preserve historical memory.

The cooperation agreement between the two leading magazines "Menin Elim" (Kazakhstan) and the magazine "Motherland" of the Presidential Administration of the Russian Federation are carried out a series of joint editing of materials to strengthen the strong neighbourly relations inherent presidents.

It’s amazingly that in the first time at the Moscow State University is conducted a 36-hour special course on Kazakhstan's model of inter-ethnic tolerance and social harmony that indicates the recognition of Kazakhstan's model of the scientific elite of Russia and the educational community.

Lately a cooperation agreement with the Russian Humanitarian State University was signed. This is not only an educational project but is a new trend to the challenges of cooperation and mutual enrichment.

In the same format as the format developed cooperation with international organizations - international Friedrich Ebert Foundation (Germany) in the field of language policy, the Center for Eurasian University of Istanbul in the diaspora politics (Turkey) and other research organizations, and communities.

Besides under the aegis of the APK is opened the UNESCO Chair at the Institute of Oriental Studies after R.Suleymenov and Chair on the Study of Tolerance at the Gumilyov Eurasian National University.

So that to share experiences the representatives of the Assembly have been in many countries around the world. During the presidency of Kazakhstan in OSCE Kazakhstani model of interethnic tolerance was translated into the languages of all the participants which vividly illustrate once more the international prestige and recognition initiatives of Kazakhstan in the sphere of inter-ethnic relations and social cohesion.

It is interesting that more than 60 times foreign representatives from France, Germany, Great Britain, USA, Sweden, Turkey, China, Russia, Spain, Holland, Israel, etc. are addressed to the Secretariat of the APK during 2009-2011 for experience exchange. It world widely confirms the interest in the APK activities.
